Over 30 people died in the blasts, BBC said in an updated report, quoting police. It is so sad and shocking.

(Note added July 10: The number of people killed in the blasts has risen to 49; 700 others were injured. Police are asking for mobile phone images, video footage and photographs taken after Thursday’s attacks because these might provide clues to identity of attackers.)

President Gloria Macapagal Arroyo says she’s not resigning her office, in a speech delivered at 8 p.m. today. On the other hand, she has asked her entire Cabinet to tender their resignations to give her a free hand to effect changes in her administration.

In London, a series of explosions killed two people, injured a hundred others, and grounded the mass transit system.

The Sun.Star website has posted the full transcript of the speech President Gloria Macapagal-Arroyo delivered earlier tonight. Arroyo, in her speech, apologized for a “lapse in judgment” that had her talking to an election official about hopes for a million-vote margin in last year’s elections.

President Gloria Macapagal-Arroyo has finally ended her defeaning silence on wiretapped tapes that allegedly showed her talking to an election official about rigging last year’s elections.

Arroyo apologized in her speech for what she said was a “lapse in judgment”.
